The Town of Hull, in partnership with the Massachusetts Department of Transportation, Highway Division (MassDOT) is working to improve pedestrian, bicycle and vehicle safety, multimodal access and drainage along Atlantic Avenue (the “Project”). The Project will reconstruct pedestrian and bicycle facilities, repair and reconstruct roadway pavements, replace guardrails, provide accessible ADA accommodations, enhance stormwater management, and improve side street intersections.

Our goal is to keep property owners informed as the Project advances. This webpage is where information regarding the Project will be posted for informational purposes. If you own property that abuts the Project, you will receive any and all required notices (i.e. any public meeting information, information regarding the Right-of-Way acquisition process, etc.).

As you may be aware, the Town held public information meetings regarding this Project in November 2020.

The Conservation Department received a Notice of Intent (NOI) for this project. The project was reviewed in two Public Meetings on 10/27/2020 and 11/17/2020. Ultimately, the Commission voted to issue an Order of Conditions (permit) for the project and approved these plans.

The Town held an informational meeting on the project on November 16, 2020. If you would like to view the presentation, click here

The Board of Selectmen held a Public Hearing on the project on Thursday, April 22, 2021 at 7PM. To view the Public Hearing Notice, click here. If you would like to view the PowerPoint presentation from the 4/22/21 meeting, click here

Now the Town is embarking on the next step of public outreach and beginning the right-of-way acquisition process. Right-of-Way Agents from the Town will be reaching out to property owners along the Project and will serve as property owners' point of contact regarding questions on the easement acquisition process and temporary construction impacts. If you are a property owner along the Project, you may find the below information useful:

  • Joe Stigliani (jstigliani@town.hull.ma.us) is serving as the Town's Right-of-Way Agents. Feel free to contact him directly with your questions.
  • If you have reviewed the information that was mailed to you regarding the easement (temporary or permanent) and are interested in donating it to the Town, please sign and sign the Donation Form. The Donation form should then be returned to Town Hall (by mail, or by dropping it off in the Drop Box in front of the Building). The mailing address is: Town Manager / 253 Atlantic Avenue / Hull, MA 02045. If you choose to donate the easement(s) you may do so before or after it is appraised. You are not required to donate the easement(s).
