FEMA Announces 90-day Appeal Period for New Draft Flood Maps for Hull
The Federal Emergency Management Agency (FEMA) placed advertisements in the Patriot Ledger and The Hull Times announcing a 90-day appeal period for the new draft flood maps for Hull. The 90-day appeal period ends on August 26, 2009. The newspaper advertisement indicated that detailed information is available on the web at:
The draft maps were originally released in May 2008, a revised version of the maps was issued in November 2008. The draft map is posted outside the Building Department on the 2nd floor of Town Hall. The Flood Insurance Study is available at the Building Department.
FEMA sent a letter to the Town of Hull outlining the appeals process. According to FEMA: “…any owner or lessee of real property in your community who believes his or her property rights will be adversely affected by the BFE determinations may appeal to you, or to an agency that you publicly designate. ” “It is important to know however, that the sole basis for the appeals is having knowledge or information indicating that the proposed BFE determinations are scientifically or technically incorrect. However, inquiries regarding data other than the proposed BFE determinations (e.g., incorrect street names, typographical errors, omissions) will be considered as comments and not appeals.”

Citizens who want to file an appeal of the flood maps are directed to send their appeal, within the 90-day period, to the Chairperson of the Board of Selectmen, Hull Town Hall, 253 Atlantic Avenue, Hull MA 02045. However, FEMA, not the Town of Hull, will evaluate any appeals and determine the method for their resolution.
