Cultural Council Recommended Web Sites:



1. HCC Funds may only be used to support programs in the Arts, humanities and Interpretive Sciences. This definition includes the study, pursuit, performance, exhibition, and appreciation of cultural activities in the broadest sense. A review of the professional qualifications of the individual or organization leading the cultral activity is a critical component of determining compliance in this area.

2. HCC Funds must be used to support activities that contribute to me cultural vitality of the community as a whole, rather than benefiting any private individual or group. however, this does not mean that a large crowd of people needs to participate in order for the public benefit component to have been satisfied.

3. HCC must not substitute for or replace other public funding of programs in the Arts, Humanities and Interpretive Sciences. Specifically, this applies to proposals from public institutions such as schools and libraries, which are already, or should be, an integral part of a communities budget.        

4. HCC Funds are not intended to be used as me sole source of funding for projects of a continuing nature. In the first year of a particular program, HCC may give a large grant: over time however, the percentage of the project budget coming from HCC should decrease.

5. In Accordance with state law, the HCC may not discriminate against applicants on me basis of race, gender, religion, creed, color, national origin, disability, sexual orientation, or age: nor may the HCC fund projects that discriminate on me basis of these attributes.**

6. In addition to the MCC mandated criteria above, the HCC will consider the following criteria in assessing applications:

• The potential to promote public education and access in the Arts, Humanities, or Interpretive Science in the Community of Hull (1-5 points weight).

• The amount of community support and involvement in thee project (1-3 points weight).

• The financial need of the project (the project's potential funding from otter sources) (1-3 points weight).

7. Grant proposals must include a local sponsoring organization or venue. Performers seeking HCC funds are advised to arrange a local venue, or sponsor, or both, Prior to submitting a grant, so as to have the grant eligible for consideration.***

The "weighing system" outlined in point C is an easy method to reflect the relative importance of each additional factor: the HCC has tended to give strong preference to educational grant proposals so this aspect is accorded a possible 5, while financial need is also a consideration, but somewhat less important. Additionally, we can assign minimum and maximum values to these factors. The idea is to have an unbiased method of deciding between equally viable projects, when we do not have enough funds to support them all in full.
